Legislature Recesses Without Passing Budget or Stop Gap Measures

The legislature will recess without having passed a comprehensive budget before the start of the new fiscal year on July 1. Both chambers passed stop-gap measures intended to fund some basic elements of the budget such as student enrollment growth. The Senate version H125: Continuing Budget Operations passed the Senate chamber on Tuesday. The H125 legislative staff bill summary can be accessed here.

The House countered and approved two measures H192: Salary Adjustments and Budget Offsets and S177: Continuing Budget Adjustments that included many provisions approved in the House version of the comprehensive budget such as teacher average raises of 6.4% and state employee 2.5% raises. The H192 legislative staff bill summary be accessed here. The House voted to not concur with H125 earlier today. The Senate did not consider the House stop gap measures before recess. Under state law, government operations will continue into the next fiscal year without a new budget, based on previously approved spending.

Both chambers will be taking a break and the House indicated they will not have any voting sessions the weeks of June 30 and July 7. Speaker Hall indicated that more information about the House summer schedule will be provided to members very soon. The Senate passed SJR 772: Adjournment Resolution today but the measure wasn’t considered by the House chamber.
