Leaders Convene In Raleigh For School Law And Policy Symposium

Over 350 school leaders attended NCASA’s 2025 School Law and Policy Symposium (SLPS) this week in Raleigh. Participants enjoyed a wide range of hot topics delivered by a stellar team of legal and policy experts. While registered attendees have access to all presentations in the event app, NCASA is providing several key presentations and documents linked below that should be helpful to all school administrators.

Presentations:
During the SLPS, the NCASA Advocacy Team also addressed two specific legislative questions regarding new laws to implement. The first question was about Harrison’s Law (2025-73), which includes statutory language that requires publishing all central office salaries on the district website. The new law does require the inclusion of bonuses and longevity supplements in those salaries. Under the revised statute, “salary” is defined as “pay, benefits, incentives, supplements, bonuses, and deferred and all other forms of compensation paid by the employing entity.”

NCASA also addressed another question pertaining to Prevent Sexual Exploitation/Women and Minors (SL 2025-84) and the provision that “allows a parent or guardian of a student to identify any library books that may not be borrowed by the student.” NCASA, based on discussions with some school attorneys at the SLPS, shared that a parent would not have the right to overrule an 18 year-old on library book choices under this new law, due to the independence of that age group provided in existing statutes.
 













NCASA is seeking further clarity on another question about timing adjustments needed to accommodate the mandated additional time for military student enrollment under the Military and Veteran Support (SL 2025-72). That information will be shared in NCASA’s newsletter when received.
