NCASA Member Conflict of Interest Training
The 2023 state budget, which became effective October 3, includes a new requirement in Section 7.41 that all public school employees “involved in the making or administering of contracts” receive a minimum of two hours of conflicts of interest (COI) training.

Training Requirements Timeline
For school employees with contracting authority as of October 3, the budget requires initial COI training within six months of the budget’s effective date, which is April 3, 2024, and again in every odd-numbered year. The budget also requires employees who assume contracting authority after October 3 to receive initial training within 90 days, and again in every odd-numbered year.
Course Instructions
Once you have completed the training video below, members will need to submit individual reporting forms, accessed through the this Member Portal site. In order to validate your knowledge, go to your My Information page > Assessments > View All Available Quizzes > Take Exam Now. Upon completion, you will find your certificate underneath your Account > Certificates/CEUs.
NOTE: The legislation requiring this training does not give direction for submitting or filing with any agency. NCASA recommends saving your certificate of completion in your personal files.
